can I get into a university with a 3.2 GPA?

I'm looking for a university in the PRC (preferably in a Mandarin speaking area) that offers BA degrees in English. So far I found a couple, but I'm curious to whether or not its feasible considering my High school GPA was 2.4 and my current college GPA is 3.2 .

What schools could I get into? is Peking University out of the question? what about international schools like BCLU?
